No it should not cut through the back at all. It should only kiss cut the vinyl.
To make mat less sticky use a lint free piece of cloth and keep dabbing on the mat until it feels less sticky. Make sure it is lint free though or you will end up with bits of fluff stuck all over the mat.

If you are cutting through the backing of vinyl you need to reduce your blade settings and/or your thickness settings. A blade of 1, thickness 7-12 and speed 10 are normally best suited for vinyls but you can often need to reduce the thickness lower of very thin vinyl.
As for the mat, some people say they find the mats too sticky, some say they are not sticky enough, it really depends on the media you are using. The thinner the media the less sticky you want your mat. If you only use thin materials you may be better using the low tack mats.

If you can tell me which version of Silhouette Studio you're using I can tell you the steps needed to create a new preset. The steps vary between versions, so I'd need to know the version so I get the steps correct.

On v4 you click the SEND tab, and then click the 'Add new material type button' as shown below:

Next you give the material a name (e.g. My_Vinyl), then click the down arrow next to 'Add Action' and select 'Add Cut Action'.
After this you then set the settings as shown in the screenshot below:

Once the speed, blade and thickness settings are set you press 'Save' and then you make sure you select this preset when cutting this material.
Those settings might not be exact for your vinyl, as it is hard for me to be exact without having that media here to test, so you may need to tweak the settings a little and use the 'Test Cut' button to see if it works for you, but this should at least give you the info you need to make your own presets in v4.
If you find it hard to see the screenshots I've attached, try right-clicking on them and select 'open in new tab' to open them full sized.
