Its best done with scraps of the same colour. Tear into smallish bits and then glue them randomly over a bigger scrap so that they overlap and cover all the base paper. When dry cut them into squares.
Here is one I did, I wrapped wire around and added a few beads to make them a bit more fun.

This is great - I have a folder bursting open!
I sometimes end up with little strips that I've taken off the edges of photos - they are too small for doing anything pretty with, but I sometimes cover them with glue dots (or other!) and use them as "homemade acid free tape" for ficksing bits of wire poked through the paper (from beaded flowers etc) to the back of my layout.

I am a Popdot
I have just been using up some of the little scraps of paper in my stash making paper flowers. Punched them then embossed them, inked up the edges and pierced with a pricking tool then threaded a mini stamen through. I am so pleased with them and have used a nice bunch of them on a layout already.
Going to try the seredipity again as last time I tried it I put it onto card and it was too thick to go through my square punch.

Always havin' a larf.
I collect my acid free scraps in baggies, keeping blues together, reds together etc. Then when I have enough, I shall whizz the contents of each baggie/colour in the food blender and make a sheet of homemade paper. No waste!
