Right click on the file and then choose your unzipping program from the list to unzip it.

If I was you I would remove the Winzip program it is a pain in the backside and then go to CNET.com and download a program called IZarc this will unzip anything and it's free.

Once you have that installed double click the Inkscape download and it will do the rest.
