I know exactly what you mean, Sue, as I have an old magazine with a project including this technique (I have a feeling it was by Jane Gill, but I may be imagining that).

The magazine will require a bit of rooting out, if you bear with me.

I have a feeling that you need to punch out hearts in several sizes and then shape them using a double ended embossing tool before gluing together.

Try googling "floral punch craft" and you might turn up something useful.

Welcome to UKS, by the way.

I have done this technique too. Very fiddly and tried my patience somewhat. If you punch out 5-6 hearts in two sizes. glue the pointed parts of the larger ones to a small piece of paper making a circle. When dry put the hearts on a pad (couple sheets funky foam or equiv). Large embossing tool and rub the centre. This should make the 'petals' raise up at the edges. Repeat with smaller hearts and stick them to centre of larger ones. Play around with overlapping petals and curling back the outside of the petals and try more layers. Effective but fiddly. Hope this helps

Here is the gist of the description how to make one from the article:

Punch 10 medium hearts and divide into groups of 4, 3, 2 and 1.
Take the group of 4. Overlap them slightly and glue into a fan shape with the pointed ends in the middle together.
Join first and last to make a cone.
Do the same with the groups of 3 and 2.
With the single one, fold pointed end up to middle then fold into a cone.
Snip off end of two middle sized cones.
Put PVA into end of largest cone and put next biggest cone into it. Put glue inside that and then put next cone in. Put glue onto end of smallest cone and put that into middle of others.

Hope it's what you had in mind, as there's no mention of using an embossing tool with these...
