Change size in Sillhoete 4.1

How do I change the size of object. I click on the line on top and it shows W and H and a lock. If I change those, it does not change the size and I do not see any way to apply it.

If you click on the 8th icon down on the right side sidebar, it looks like 3vertical lines and is the transform tool, you will get a fly out menu and if you choose the 2nd icon which is the scaling tool, you can set your size there. Not at my PC or would do you a screenshot.
