Upgrade to Designer edition to open svg files

I am looking to upgrade from the basic software to the designer edition and wonder if anyone can recommend where to get it from please?? I am on a budget so unfortunately cost is an issue.

I just did a Google search quite often you can find it on offer if any come up in dollars you can check the amount in £'s by using an online converter also found in a Google search
