A little help please

I have just joined you all and need a little help . I would like to know how to make a cutting file from a scan of a border I found. How do I ask the program to cut holes in the border as well as round the edge .As I said I am new to this

Welcome to the forum dormayus, you will need to trace it to turn it into a cutting file. If you're using the studio software there's a tutorial about tracing here here
