In the past I have made money wallets by folding up the top and bottom of an A4 piece of card (landscape so that it fits in a DL envelope) decorating with PP and some diecuts and then sealing with a repositionable glue dot. Going on the fact that a lot of gift cards come on a piece of card, it might work if you make a wallet to fit in a 5x7 envelope.

I made a match book wrap for an I-tunes card at Christmas. Used an on the edge die for the "holding" part and pretty sure I just typed in Matchbook template for the pattern. Not a lot of help but hope it may give you an idea.
