Anyone know how to create this gold leaf effect inside the letter?

-I am guessing the Artist first paints with gold paint.
-Lets it dry.
-Then adds the scroll work with a fine nib using Calligraphers gold leaf ink.

I have googled a lot of tags and none reveal the process so I beg your help.
