I use the wrong side of white linen card from the Paper Cellar stand in my local craft shop - you know the ones where you fill a box for 4.99 or 6.99 for the larger one. Some of the girls here use the Paper Mill shop, which also sells online I think. I think it's pretty much the same as the Paper Cellar shop.
You can also use watercolour paper or acrylic paper. Just be careful that they are true white, as I used the wrong side of an old acrylic pad I had and it wasn't a good match to my white card blank (of course only discovered this after I'd taken ages colouring my image ).

Dedicated Scrapper
I have used A3 card from wh smith and cut it down. it is smoth and works well. It is normally 3.99 a pack a thing but my local is selling it at 1.99. Best I have used so far. but I have heard loads people raving about stamping up card that Monica is talking about although never tried it myself
