Crop & straighten tool? Where?

I have adobe photoshop 7 and have been looking at a Russell Brown tutorial for photoshop cs which uses the crop and straighten tool - anyone know if this is this available in ps7 & if so, where?

I use PSE3, and my crop and straighten tool is under image, rotate, right at the bottom of the dropdown menu :)

I find it easier to straighten first, then crop seperately.

For a really accurate straighten, particularly useful for landscapes, use the measure tool (may be hidden behind the pippette icon in the tool bar), draw a line with it across the line of the horzion (or whatever you're trying to straighten), then go to Image> Rotate> Arbitrary and you'll find the exact amount of rotate already entered. Just click OK.
