Best Software for background papers

Just wondered if anyone can tell me which software (preferably free) is the best to make my own background papers. I have quite a few papers but never one that I want.
Any suggestions would be very welcome.

I've been experimenting with Illustrator recently and here is one sheet I have come up with - background paper and matching toppers.

I would love that link as well if you don't mind. there are no scrapbook shops in Bali and although I have loads of pps I'm always looking for more.
