Another tutorial from someone asking how to do this.
This tutorial uses the following commands and assumes you know how to use the menus and tools and the functions they perform.
Drawing with the circle tool
Path > Object to path
Effects > Generate from path > Pattern along path
Changing settings
Path > Dynamic Offset
Resizing
Select and Transform tool
Duplicate
Sending a design to the bottom
Path > Difference
Path > Union
