I have just got photoshop cs and can not get to grips with it.

I have downloaded an article " creating your first LO"

I've created a canvas 8 x 8 with 300 pixels/inch and selected transparent background.

I've selected the move tool (v)

selected File > Open and browsed and selected a background paper.

It then says to click and hold on the paper (make sure the move tooll is selected) and drag the paper onto the canvas but nothing happens. I just get a black circle with a line thought it.

What am I doing wrong?

Are you trying to 'drop' it right on the canvas? Sometimes if you try and drop in the wrong place it won't work

yes it said to just drag it over the canvas. I am slow with anything new I try to learn and then it suddenly clicks. no success so far though

I can't drag and drop in PSP7 either. I have to copy and paste as a new layer - find that usually works for me.

I've got PS Elements which is similar. When you drag it across, you need to 'place' over the target file shown in the tray at the bottom of the screen. Just to clarify, all you open files are shown in little boxes in the bottom window. Drag the layer over the box. The circle with a cross (like a no entry) means you are trying to drag it to the wrong place.

Does that make any sense?
