I Cant Do It!!!

Ok so I have a border jpeg (attached) and the simplest way I have found is to select the inside area with the magic wand tool and the copy and paste into selection my pic which is fine and works only its pasting the blimmin pic in B&W WHY?????? In addition I want to change the outside from black to white - what is the easiest way of doing it? someone please help before I scream :(

what program are you using in elements make sure your work space is RGB Colour not greyscale.
Drag it across from the file onto the workspace and then you can use the paintbucket to change the outside to any colour you want. If its PSP you are using im not the one to ask sorry xx
